Odewumi Call On Govts To Improve Transportation Policy

Prof. Samuel Odewumi, former Dean, School of Transport and Logistics, Lagos State University, Ojo, has called on both federal and state governments to improve the transportation policy as well as constitute a road authority.

Odewunmi said this while delivering the lead paper at the inaugural webinar themed: “Challenges and Opportunities of Road Transportation in Nigeria organised by the Road Committee of Chartered Institute of Transport Administration on Thursday in Lagos.

Odewumi said that road authority could become one of the biggest revenue earners in the country if properly coordinated.

“Indeed we consider it appropriate that Works and Transport should be merged while Housing and Environment can stay together”, he said.

“Road inventory shows that Nigeria has about 194,200km of roads, made up of 34,179.20km of Federal roads representing 17 per cent of the total road network.

“30,489.40km of State roads representing 16 per cent, 129,531.40km of Local Government roads representing 67 per cent but it is sad that the weakest neck is carrying the biggest burden.

“Responsible for over 90 per cent of movements of goods and people yet nobody is in charge, the air has aviation and airport authority.

“Railway has railway authority; the port has port authority; maritime has its NIMASA; even Inland Water has NIWA as small as it is but no Shepherd for the road,” he said.

Odewumi said that some veritable sources of revenue for augmenting government allocation for road maintenance and construction include road tolls.

“There must be a rock-solid legal framework, open and transparent bidding to attract investors with adequate capacity, proven competence, and demonstrated impeccable character,” he added.

Prof Calistus Ibe ,Department of Transport, Chairman Education and Training Committee, Federal University of Technology, Owerri, (FUTO) urged the government to harness these opportunities for socio-economic development towards the road sector.

Ibe said that road transportation was the most accessible means of transportation to people.

“Some of the opportunities within the mode to include employment; increases the economy of the country by Increase in GDP and allows the government to generate Revenue through car registration.

“Other includes; Insurance, roadworthiness, driver license and other documents that are related to road transport,” he said.
